Reports are using Site Settings default timezone instead of the test report creator's My Settings timezone override

I am trying to create a scheduled test report with Cases for Comparison, but when the report is created it shows the creation date many hours ahead of the current time. I also noticed this is causing it to pick up the wrong set of tests, because it is measuring the timeframe according to the default site settings.

Our expectation is that the user who created the report should have their timezone settings override the site settings for the scheduled report. Changing the default site settings timezone is not an option for us because we have teams across many timezones needing to use this feature.

Does anyone have any suggestions for how to approach this? Thanks~
