Can't use Office365 SMTP Server to send email

I have Office 365 subscription and its STMP Server is ‘smtp.office365.com’, port: 587

While I have configured my email settings and tried to send a test mail, Testrail Server always notify me below message:

「Sending the test email failed. Please see the following messages and server output for details:

The SMTP connection failed to start [ssl://smtp.office365.com:587]: fsockopen returned Error Number 13 and Error String ‘Permission denied’」

Can anyone help me out, please?
